          I wish to inform that during the District Collectors’ Conference held on 15th of December, 2015 at Vijayawada, the Hon’ble Chief Minister directed to arrange Bio-fencing under MGNREGS to all the schools not having permanent compound walls in the state.
In this connection, instructions were already issued vide reference 1st cited, that schools without compound walls get affected in different ways such as people using it as a thoroughfare, grazing ground for their cattle, for dumping of garbage by local community, etc. Lack of protection wall to a school building also gives scope for thefts of school property like costly furniture, lab equipment, computers and other things from the school apart from lack of safety to children. In view of these, it has become imperative to provide a compound wall to protect the infrastructure and as well as to ensure proper ambience to the schools.
Please ensure that Model Primary Schools, Girls High Schools, KGBVs, Model Schools and ZP/Govt Schools with >200 enrolment etc are taken up on priority.

In this regard the Principal Chief Conservator of Forests, A.P., Hyderabad has given instructions vide reference 2nd cited to all the Divisional Forest Officers for providing Bio-Fencing to Schools. Accordingly furnished the Progress report of Bio-Fencing to the Schools as on 22.08.2016 (copy enclosed).



The table below indicates U-DISE data of district wise total number of schools, number of schools not having compound walls, schools for which technical sanctions and administrative sanctions issued.

It can be seen that a large number of schools still are not covered under bio-fencing. Vide this office letter cited clear instructions were issued on the process to be followed for ensuing bio-fencing.
Therefore, you are instructed to pro-actively get Bio-fencing done through Forest Dept. to the schools not having Pacca Compound Walls in your district. I request you to submit progress report on the matter by 30.10.2016 and best practices followed in your district expedite bio-fencing to schools.
